TEPCO steps onto world stage with DEEP C buy-in

Japan’s largest energy producer and distributor has signed up to hold a stake in the northern port city of Haiphong-based DEEP C Green Energy.

During the signing ceremony held last week at the Belgian embassy in Tokyo, Tepco Power Grid (TEPCO) officially became a shareholder in DEEP C Green Energy (DCGE), a company established under the DEEP C Industrial Zones umbrella.

TEPCO had recently expressed ambitions to expand its power grid business for the first time outside of Japan. The partnership with DEEP C in Vietnam marks the first milestone under expansion overseas. The company, founded in Tokyo in 1951, will put its experience to good use in enhancing power infrastructure standards, improving operation efficiencies and installation of renewable energy farms. Ultimately the partnership between DEEP C and TEPCO aims to improve service, operational efficiency and reliability even further.

Since 1997, DEEP C has been successfully developing 3,400 hectares of state-of-the-art industrial parks and ready-built-factories in Haiphong and the neighbouring province of Quang Ninh. Two years ago, pushed by the mission of providing tenants with highly reliable and stable power, DEEP C saw the need to establish a company focusing solely on power and thus created DCGE. In addition to distribution power to tenants within the various industrial parks, DCGE started exploring new ventures in producing its own electricity from wind, solar and waste-to-energy.

Tenants in the DEEP C Industrial Zones cluster benefit from various advantages, in particular the strategic location being adjacent to the deepwater port of Lach Huyen and directly connected to the new highway network. It also takes advantage of the best tax package commonly available in Vietnam, and reliable utility provisions such as power, water, waste water and telecoms. These factors help make it an ideal investment location for companies form various sectors such as automotive, petrochemical, the supporting industries and logistics. To date the DEEP C cluster is home to more than 90 international projects with the likes of Japan’s Bridgestone, Chevron from the US, Knauf from Germany, and South Korea’s Pyeong Hwa Automotive.

PM PHUC HIGHLY EXPECTS US$ 3 BILLION IN VIETNAM-BELGIUM TRADE

At a reception in Hanoi on November 23 for the Belgian diplomat who paid a courtesy visit marking his new term in Vietnam, PM Nguyen Xuan Phuc thanked the ambassador for his effective cooperation with Vietnamese competent agencies in preparation for the former’s visit to Belgium, while hoping that Paul Jansen, as a highly experienced diplomat, will make a significant contribution to fostering bilateral relations during his term of office in Vietnam.

Phu expressed his satisfaction with the official visit to the Kingdom of Belgium, particularly the good results achieved at the talks with the Belgian Prime Minister and meetings with the Belgian King and other leaders, noting that the outcomes will be a solid foundation for strengthening the relationship between  Belgium and Vietnam. He said he hopes to welcome his Belgian counterpart’s visit to Vietnam at an earliest date.

Vietnam-Belgium relations have progressed steadily in all aspects, as shown by an annual increase in two-way trade turnover with US$2.3 billion being recorded in the first 10 months of 2018, and the growing number of Belgian businesses investing in Vietnam, Phuc said.

The Vietnamese cabinet leader urged the two countries to advance cooperation in education and human resource training, saying Vietnam has prepared for the EU-Vietnam Free Trade Agreement (EVFTA) and wishes Belgium to back the signing and ratification of the trade pact.

For his part, Paul Jansen said Belgian enterprises desire to expand investment in Vietnam and call for visa exemption for Belgian citizens to Vietnam in order to further promote tourism and cross-cultural exchange.

The ambassador said he wants Belgium and Vietnam to offer mutual support and continue their close collaboration in peacekeeping operations and  climate change adaptation.

Paul Jansen also affirmed his nation’s support for Vietnam’s participation in the EVFTA, which, he said, will help Vietnam derive substantial strategic and economic benefits from the deal.

Ground breaking in automotive plants in Deep C cluster

The group, led by PHA Vietnam which is invested by South Korean Pyeong Hwa Automotive Company Ltd, will build four automotive part manufacturing plants on a total area of 11.4ha, pouring US$32.3 million of capital into DEEP C Industrial Zones.

Accordingly, the Pyeong Hwa Automotive Company Ltd will produce hood latches, door checkers, hood hinges and fuel filler openers with a capacity of more than 7.5 million products per year, equivalent to 1,115 tonnes per year. The $16.7 million project covers an area of 7ha.

The YMP Plus Company Limited will produce door latch parts, hood latch parts and trunk lid parts with an annual capacity of 24.6 million products. The project has a total investment of $8.2 million and covers an area of 1.7ha.

The Dong Yang Vina Industry Company Limited will produce 24.6 million door latch springs and door latch rods per year. The $3.3 million project will be built on an area of 1ha.

The $4.1 million plant of MiChang Vietnam Company Limited, covering an area of 1.7ha, will produce 480 tonnes of door latches, seat cables and hood cables a year.

PHA was the pioneer for the group’s expansion to Viet Nam. With a view to establishing a new and competitive manufacturing base serving worldwide export, PHA decided to choose the prime location of DEEP C, next to the biggest deep-sea port of the north. Besides logistics advantage, DEEP C’s location also grants PHA and its group the best tax incentive available in Vietnam at the moment.

Once in operation from September 2019, the end-product will serve big car manufacturers such as Volkswagen, BMW, Audi, GM, Ford and Hyundai. Speaking at the groundbreaking ceremony, Lee Jae Seung, PHA’s CEO, said the plants in Viet Nam would use the accumulated experience of PHA’s factories worldwide. They therefore will provide the best products and services to the market thanks to the wonderful infrastructure in Viet Nam, an abundant labour force and experience from PHA. This will also help Viet Nam become a key country in the automotive industry in Asia in the future, he said.

Nguyen Xuan Binh, vice chairman of Hai Phong City People’s Committee, said the city committed to facilitating businesses’ operation in DEEP C IZs. “Hai Phong continued to be one of the most attractive destinations for foreign direct investment (FDI) in the country,” Binh said. “In the first 10 months of the year, the city attracted $2.4 billion of FDI, double than its targets from earlier this year.”

Bruno Jaspaert, DEEP C IZs’ general director, said their vision was to develop DEEP C IZs into a production and logistics centre not only for the northern region but also the country with its experienced workers and high-quality infrastructure. “We planned to divide DEEP C IZs into different IZ clusters including automotive, petrochemicals, logistics and support industries,” he said. “We expected the plan would help diversify industrial sectors of Hai Phong, creating supply chains and increasing the localisation rate.” He added this could also help labourers in the city in particular and in the north in general have opportunities to access new technologies through training courses in foreign-invested companies. “We hope Hai Phong would not only become a green city but also a sustainable and diversified technology centre in Viet Nam. The participation of PHA and its partners would surely help the vision come true sooner.”

Apart from supporting client with reliable utilities and investment procedure guide, DEEP C Industrial Zones is also taking new initiatives to ease the operation of its tenants, such as:

  • General warehouse and chemical warehouse services
  • Telecom service that provide more choices and flexibility at a lower cost
  • Utility trenches that better protect utility provision and limit interruption
  • Provision of recycled industrial waste water to reduce operation cost but ensure quality
  • Renewable energy from wind and solar power

Upon completion of these facilities, investors in DEEP C will be enjoying one of the most comprehensive and competitive service package in Vietnam.
